What Is Next Economy Readiness?

The next economy selects for communities that are ready before the demand arrives, not communities that scramble to catch up after it passes them by. Next Economy Readiness measures whether a place has the talent base, infrastructure, digital presence, production capacity, and scene-level energy to compete for the workers, founders, and firms that will define the following decade. For a city of roughly 23,600 people sitting between Daytona Beach and the Space Coast, the question is not whether Edgewater is a nice place to live but whether it is positioned to attract and hold the people who build things, make things, and earn independently. Those are different questions, and this report answers them directly.

Gen Z and Young Talent Positioning

Edgewater’s age profile is the single most consequential structural fact about its next-economy positioning. The median age of 53.7 years sits more than 11 years above the Florida median of 42.6 and nearly 15 years above the U.S. median of 38.9, and the 65+ cohort at 32.98% of the population is the city’s largest age segment12. The 18-to-34 cohort represents approximately 15.9% of residents, or roughly 3,706 people, against a population projection that trends flat to slightly declining through 202813. A city that is aging faster than the state average and shrinking in absolute terms is not passively neutral on young talent; it is actively losing ground.

The regional higher education corridor is real but distant. Embry-Riddle Aeronautical University in Daytona Beach enrolls roughly 7,886 undergraduates and reports 93% of graduates employed or continuing education within one year at a median salary of $71,000, and Daytona State College serves approximately 23,000 students annually across 7 instructional sites, both campuses sitting approximately 20 miles north of Edgewater456. On the employer side, Boston Whaler has posted fabrication wages of $17.56 to $26.70 per hour, and Incertec’s announced relocation from Titusville is projected to add approximately 110 new hires to the Edgewater operation78. The housing math, however, works against retention: the median rent across all unit types runs $2,087 to $2,112 per month, producing a rent-to-income ratio of 42% against the local median household income of $60,977, well above the 30% affordability threshold, and the income required to afford median rent is approximately $84,000 per year92.

The readiness implication is direct. Edgewater has wage-paying production jobs that could attract young workers and a regional education cluster that produces graduates, but the housing cost structure and the absence of any documented transit connection between the Daytona Beach campuses and Edgewater’s employment base create a retention gap that wages alone do not close94. A bachelor’s degree attainment rate of 24.1% against Florida’s 34.2% average signals that the knowledge-economy talent pipeline is thin and not self-replenishing2. Without deliberate intervention on housing affordability and transit connectivity, the demographic trajectory continues in the direction it is already moving.

Creator Economy Infrastructure

Edgewater has one documented, operational creator-economy facility and a broadband backbone that exceeds national averages, which is a more honest starting point than most small Florida cities can claim. The gap is not in connectivity; it is in the density and variety of independent-work infrastructure needed to make the city a plausible base for people who earn outside traditional employment. A single coworking node serving a city of 23,600 is a proof of concept, not a market.

The Box Edgewater, founded in 2024 by Christian Bell and LJ Bell, offers dedicated and floating desk memberships, private lockers, a premium acoustic podcast pod accommodating up to 4 people, and an event venue positioned for product launches, team-building workshops, and influencer events10. On the connectivity side, fiber reaches 82% to 85.44% of Edgewater addresses, above the national average of 57%, with 13 ISPs serving the city, maximum advertised speeds of 10 Gbps through Wire 3, and entry-level plans starting at $30 per month through Spectrum111213. Regional support infrastructure includes the Florida SBDC at Daytona State College, the UCF Business Incubation Program in Daytona Beach, and SCORE’s Volusia County chapter, all referenced by the City of Edgewater as business development resources14. Groundswell Startups in Melbourne operates a non-profit incubator with 1,000-plus members and more than $240 million in capital raised, but it serves the Space Coast corridor, not Edgewater directly15.

The readiness implication is that the infrastructure floor exists but the adoption ceiling is low. Work-from-home participation sits at 7% of Edgewater residents against a Florida average of 15%, and 87% of households have internet access while only 70% hold active broadband subscriptions13. The city has the pipes and one room; it does not yet have the ecosystem density, the programming, or the visible identity as a place where independent operators choose to base themselves. The Box Edgewater is the right kind of asset in the right kind of location, and it is currently doing the work of an entire sector by itself.

Digital Visibility

Edgewater’s digital presence is functional at the civic level and commercially anchored by 2 major manufacturers, but the city does not yet show up in the searches that drive next-economy location decisions. The difference between a city that is findable and a city that is chosen is the difference between a listing and a pitch, and Edgewater currently has the former without the latter. When someone searches for where to move, where to work remotely, or where to start something, Edgewater does not appear in the results that shape those decisions.

The city’s official website at cityofedgewater.org maintains an active economic development page, a CRA page, a business resources portal, and an interactive zoning map16. The Edgewater Chamber of Commerce at edgewaterflchambers.org documents recent events including a Vintage Guitar Exhibition at its new location at 2102 S. Ridgewood Ave.17. Boston Whaler generates 146,493 monthly website visits and carries 16,559 LinkedIn followers, and Everglades Boats adds 31,347 monthly visits and 6,018 LinkedIn followers, both companies listing Edgewater as their headquarters address1819. Job searches for Edgewater return active postings on Career.com, Dice.com, and Manpower for Boston Whaler and manufacturing roles, and rent comparison pages on Zumper, Apartments.com, and RentDataNow carry current data72021. No dedicated destination marketing organization for Edgewater exists, no remote-work destination coverage has surfaced in any documented forum, and no digital-economy events or startup meetups have been documented in the city in the past 24 months22.

The readiness implication is that Edgewater’s digital footprint is almost entirely a byproduct of its manufacturers’ brands and third-party data aggregators, not a deliberate positioning effort. The September 2026 unanimous City Council vote to ban AI data centers, with a November ballot measure to embed the ban in the city charter, sends a legible signal to the technology sector about the city’s appetite for digital-economy investment23. That signal does not need to be the loudest thing Edgewater says about itself, but right now it is the most recent thing, and that is a visibility problem with a policy origin.

Production Economy Capacity

Edgewater’s production economy is the most developed dimension of its next-economy profile, and it is built on a foundation that is both genuinely strong and showing early signs of contraction in its anchor employer. The city’s identity as a fiberglass boat manufacturing hub is not incidental; it is structural, and the arrival of an aerospace and defense-adjacent metal finishing operation signals that the industrial base is diversifying rather than simply replicating itself. Whether that diversification is fast enough to offset headcount trends at the dominant employer is the operative question.

Boston Whaler at 100 Whaler Way operates on approximately 105 acres with a 60,000-square-foot manufacturing expansion completed in 2015, employing an estimated 807 to 1,040 workers on-site per OSHA data, though Revelio Labs tracking shows headcount declining from roughly 688 in 2023 to approximately 607 in Q1 2026 with active job postings down 37% in 202624252627. Everglades Boats operates dual campuses totaling approximately 23 acres at 420 Megan Z Ave. with an East Campus expansion plan calling for a 100,000-square-foot assembly building and a 92,000-square-foot lamination building1928. Incertec’s announced relocation from Titusville brings an $8 million facility renovation, approximately 60 relocating employees, and a projected 110 new hires to Edgewater, serving aerospace and defense clients in metal finishing, plating, anodizing, and heat-treating8. Industrial real estate options include Parktowne Industrial Center with I-95 access, new construction flex units pre-leasing on US-1 at 2360 S. Ridgewood Ave. with Q4 2026 delivery, and warehouse inventory on Hibiscus Drive, with the regional industrial vacancy rate at 7.9% in 2025 and lease rates around $9.96 per square foot per year293031. Port Canaveral and Kennedy Space Center sit approximately 35 miles south, and I-95 provides direct logistics access29.

The readiness implication is that Edgewater’s production economy is a genuine competitive differentiator in the regional context, not a legacy asset waiting to be replaced. The Southeast Volusia Manufacturing and Technology Coalition, referenced on the city’s economic development page under Space Commerce Supply Chain Industries, points toward a deliberate effort to connect local manufacturers to the aerospace and defense supply chain running south toward the Cape22. The risk is concentration: 3 of the city’s dominant employers share the same NAICS code (336612), and a sustained softening in recreational boat demand would compress the employment base faster than Incertec’s 110 projected hires could offset. Diversification into defense-adjacent manufacturing is the right directional move; the pace of that diversification is what determines whether this dimension stays in the asset column.

Cultural Infrastructure

Edgewater produces culture at a small but documented scale, and the honest read is that the producing infrastructure is thin, all-ages options are limited, and the city has not yet developed the scene density that retains young talent independent of job availability. The distinction between producing and presenting matters here because Edgewater’s institutional assets, including the Chamber of Commerce’s Vintage Guitar Exhibition and the city’s CRA vision for a walkable downtown, are presenting gestures layered over a producing base that consists of 2 bars, 1 brewpub, and 1 recurring outdoor concert series. That is not nothing, but it is not a scene.

The producing infrastructure that exists is worth naming precisely. Typsy Unicorn’s Brewing at 2140 S. Riverside Drive, opened October 2023, hosts live music and local performers across a steampunk-themed interior with 8 rotating taps and a scratch kitchen, operating Tuesday through Sunday32. Jan and Lib’s Hi-Tops Lounge at 319 N. Ridgewood Ave. books live cover bands and local acts, with the Strange Brew Band documented there in February 2025, though the venue has logged 4 emergency closures for rodent activity since 2020, most recently on July 13, 2026, reopening the following day3334. Hawks Park at 1108 S. Ridgewood Ave. hosts the Future City Music Festival, a grassroots all-ages outdoor concert series with a documented Spring 2025 event, free admission, food trucks, and an open submission process for performers via orastreet@gmail.com3536. Future City is the only documented all-ages producing event in the city, and it is also the only recurring independent series with a public-facing identity. No DIY spaces, rehearsal facilities, genre-specific scenes in punk, metal, hardcore, hip-hop, or electronic, non-music subcultures with an economic presence, or esports and combat sports infrastructure with a documented public presence were found within Edgewater city limits.

The policy conditions that govern whether the producing base can grow are partially documented and partially opaque. The city’s noise ordinance lists “Loud or Persistent Noise” as an enforceable code violation handled by Code Enforcement at 386-424-2400, but specific decibel limits and venue exemptions are not available in publicly accessible Edgewater code text37. No agent of change ordinance placing sound attenuation costs on new residential development adjacent to existing venues has been adopted, which means any residential infill near Typsy Unicorn’s or Hi-Tops creates future conflict risk with no established legal framework for resolving it. The CRA vision document references a “vibrant quaint urban Downtown” along Park Avenue from Ridgewood Ave. to Riverside Drive with a mixed-use main street concept, but no entertainment overlay or assembly use exemption for small venues is documented in available sources16. Parking minimums for assembly uses remain unaddressed in publicly available code, requiring direct verification through Development Services14. The single lever that would most directly change the producing infrastructure score is an agent of change ordinance protecting existing venues from noise complaints generated by new residential neighbors, combined with a small-venue exemption from parking minimums in the CRA corridor. Without those 2 policy tools, the rooms that exist are legally exposed, and new rooms face a regulatory environment that does not distinguish between a 200-capacity original-music venue and a warehouse.

Overall NER Verdict

Edgewater is a production-economy city with a demographic profile that is aging faster than the state, a creator-economy infrastructure that is one facility deep, and a digital identity that is largely borrowed from its manufacturers’ brand equity. The production economy is the city’s strongest next-economy asset, and the Incertec relocation into aerospace and defense-adjacent manufacturing is the most strategically significant development in the research window, because it begins to reduce the concentration risk of a city where 3 of the dominant employers share the same industry code8. The Space Commerce supply chain corridor running south to Port Canaveral and Kennedy Space Center is a real structural advantage that most cities Edgewater’s size do not have, and the Southeast Volusia Manufacturing and Technology Coalition is the right institutional vehicle to exploit it2229.

The city is not positioned for the next economy in the dimensions that determine whether young workers and independent operators choose to stay. A rent-to-income ratio of 42%, a work-from-home adoption rate less than half the state average, no documented transit link to the Daytona Beach higher education cluster, no agent of change ordinance protecting the producing venues that do exist, and a unanimous City Council vote banning AI data centers in September 2026 collectively describe a city that is managing its present rather than building its future91323. The moves that change the answer are not abstract: workforce housing in the CRA corridor, a transit or mobility connection to the Embry-Riddle and Daytona State pipeline, a dedicated relocation marketing presence, and 2 specific ordinance changes in the CRA entertainment zone. None of those require a new institution. They require the city to decide that the next generation of workers is worth competing for.
